The Idea Of Propaganda May Be To Scare Your Enemy But ,The Irony Is It Prepares Your Opponent

The idea of propaganda may be to scare your enemy meanwhile the wicked irony is that the same propaganda can be evil because it forces your enemies into preparation and readiness, while giving the propagandist a false sense of readiness because the propagandists assume that their enemies, who are "running around",  are confused. They fail to realise that "running around" may also mean "getting prepared." 

And it gets worse. Propaganda may serve a particular audience and further an agenda  which may not be objective but designed to encourage a particular perception. 

But the truth is that, whatever perception propagandist produce, it always leads to an emotional response rather than a rational response to the information that is being presented. And that can be very dangerous.
