Thinking beyond Illegality ---- regarding illegal refineries

Why is the Federal Government busy destroying illegal refineries when the Federal Government knows it cannot refine anything.

 The federal government has no known functional refinery and spends billions of naira on petroleum importation subsidy. Why can't the federal government encourage these illegal refineries by legalising their activities and ensuring that standard is maintained in their processes. This will, in addition to saving billions of naira corruptly spent regularly on fuel subsidy, create employment for the teeming unemployed youths. When this is done and the youths are engaged, there will be reduction in the crime level as well as insecurity in the land. We should encourage internal progress and development.

Let's think beyond illegality and legality and focus on using what we have to attain greatness
